By default, Windows Firewall does not allow remote SimConnect connections through to MSFS. so in order to establish a connection, we need to create a rule that allows us to connect.
To do this, we shall open a TCP port in the FS PC firewall for Simconnect:

- Open the firewall control panel
- Click on Advanced Settings
- In the left pane highlight "Inbound Rules". Right click and select New Rule
- Proceed through the dialogs setting the following:

Rule Type Port
TCP
Specified Local Ports: 4504 (this is the port number in all the Plan-G examples. If you prefer a different number, then use that. It should match the port number in your SimConect.cfg and SimConnect.xml files.)
Allow the connection
Domain / Private / Public as required
Name "Plan-G SimConnect" (or similar)
You should then see your new rule in the list.

Now turn the firewall off and on again, in order for the new rule to take effect.
