was MSFS running at the time you built the database ? no
The first time I have generated the database, the process stops on a japanese file (rjck), this one :

Yes, the file en-US.locPak exists in the path C:\MFS\Official\OneStore\fs-base\ (not in MSFS)

I have lost the names of the airports with 232.
All names are like that : KBOI TT:AIRPORTEK.KBOI.name TT:AIRPORTEK.KBOI.city TT:AIRPORTEK.KBOI.state TT:AIRPORTEK.KBOI.country
