Thanks. That's interesting. Scenery.cfg is normally located in C:\ProgramData\Microsoft\FSX, but on your PC, Plan-G is looking in:

and this looks like it isn't the active cfg file, since it does not contain any addons. It includes LOLQ, since you edited it with AFX, and that saved the new file in Addon Scenery\Scenery, which is part of the default path set (so it will always be included).
What I suggest you try is to set the location of the cfg in Plan-G to the default (Go to Options->Locations, and there you can set the paths), and then try again. Hopefully it will pick up the correct cfg.
