can no longer create user waypoints

Have you changed anything on your PC? new antivirus, different user settings etc?

Can you read from the table? Try exporting all the waypoints, deleting them and then reimporting (ctrl-A to select all).

Flight plans and user waypoints have a lock on them, how do I unlock them please?

Is there an extra file in the Data folder that looks like it might be a lock file? If so, try deleting it. Do you have a backup of the database that you could copy back over it? Otherwise you might have to try reinstalling.
