The error message you reported said it could not find a dll....

All I can suggest is that you reinstall DotNet4 and SqlServerCE, using the installers from the Microsoft download site, and see if that helps.

The link in the manual on page 105 to fix the Script Error is not a good link.  Microsoft has change the link to: 
http://support.microsoft.com/kb/175500 

I just installed the fix using the Fix It Button and it made the correct changes to the Registry.   When you click on the Fix It, it will make a new Restore Point before it changes the Registry.
