That error suggests SQL ServerCE 3.5 is not correctly installed. Try uninstalling it and then redownloading it from the Microsoft Downloads site.

I have version "v0.8.1.389"operating on an external drive. the new version CHARGE ON c: \ with the activation of "SSceruntime-x86-enu.msi" always report the same error  :-X

installed it several times SQL ServerCE 3.5.. but plan-g,  always gives me error.

Once you've installed it, try copying the dlls into the Plan-G folder, overwriting the existing ones. See if that helps.
