trouble building FSX database

I am having trouble Building FSX Navigation Database.

Problem is with my scenery.cfg file location.

My scenery.cfg file location is listed as shown below:

"C:\Users|All Users\Microsoft\FSX\scenery.cfg"

I cannot find the setting called "All Users" in the location string to complete the location of my scenery.cfg file.

Is it possible that setting (All Users) is a hidden file and if so how do I unhide it?

In Windows Explorer's settings, make sure you tick "Show Hidden Files and Folders."

Show hidden files, folders and drives is already checked off.
