Wht am i not finding any such file on my computer despite the fact that plang works with p3d v3.  Byu the way still not connecting with p3d v4

P3dv4 requires a simconnect.xml file for Simconnect access even from the same computer. This is a change over v3, which didn't. You need to create the file yourself. Instructions are in the manual, starting at page 131, with P3D specifics at page 137.

I did read the documentation and the Microsoft info .... I do not understand how to make an .xml and certainly the Simconnect.xml... :afro:
Can some Guru give a usefull example that I can modify taking in account my organization? And where to load it ...

You can simply copy & paste the example from the manual into Notepad, and save it as Simconnect.xml in the appropriate place.
