Go to the Map ribbon and turn them back on. You probably turned them off for that zoom level at some time in the past.

I didn't know I could turn them off  :-[

In fact this was a new installation so they must have been off by default. Turning them on at that zoom level also turned them on at higher levels  ???

The zoom level settings are kept in the registry and will survive a reinstall. There's a program in the folder called ClearAllSettings that deletes the entire Plan-G registry key, thereby getting back to default. Or ClearMapSettings.exe just wipes the zoom level entries, or click the Reset All button on the ribbon does the same thing.
