I have just found out by trial and error that I cannot upload .pln or .plg files to a "content Management system"
forum as an attachment.

By deleting <?xml version="1.0" encoding="utf-8"?> at the top of the .pln / .plg files, the files upload as an attachment OK.

Apart from making them into a zip file or manually deleting this top line, is there any chance that a future version can strip this top line out or does that upset something else that requires this?

No. That line is a mandatory requirement for xml files. If a forum does not allow xml attachments (and there are a number of reasons why it might not), you will have to zip them, or quote them in the text.

You can't strip that line out, or the files simply won't work.
