V3.1 - Cannot develop P3D Database

Clean install of v3.1 on network. Main pc running FS9, FSX and P3d v2. Simconnect ok and Plan G connects when running both FSX & P3D.  But whilst FSX database is available, P3D db cannot be loaded - not available. When PlanG first installed P3D .sdf file is there but is empty cf the FSX sdf file.  Locations appear all ok and correctly shared - v odd
Anyone any ideas - many thanks
