It ain't working at all

You can see from my profile the setup I have. An older version of Plan G that I had installed was no longer functioning so I removed it and and installed "v.3.1.3" I disabled my Norton during the d/load and installation. However I still have a major problem. The attachment shows the screen view with which I am presented.  :-[. In addition, on opening the d/loaded file there were only two inclusions - a "Read me" file and a "Set up Plan". No sign of a "Set up.msi".
I would appreciate some help, folks as something is clearly amiss.

The front page is still 3.1.3, but it does direct people to download the forum test version.

The Plan-G setup does not use or require a .msi file.
