FS9 database build skipping scenery areas

I was trouble shooting a problem of Plan-G not seeing new airports, and looking at the  Plan-G_Log.txt it appears that the database build process is skipping some of the entries in scenery.cfg.  I couldn't find any pattern or apparent reason for some being skipped.  The skipped entries are both default and added.

Can you post the log, and the scenery.cfg? Thanks.

Attached is a zip containing the log and my scenery.cfg.  I couldn't find any common thread for why certain areas were passed by.  I also did a test of moving my AFCAD scenery area from area 208 to 207, and it wasn't scanned in either place.
