Can't add start airport from context menu if info panel locked

Not sure if this is the way it was intended but if you have the info panel locked and then you click on the new flight-plan button, you are unable to right-click an airport and select "Start flight plan at airport ...". The option does not appear in the context menu until you unlock the info panel.
