The Readme with Plan-G says to use 3.5 SP1 but 4.0 is now available.  Will that work instead?

No. You need 3.5 SP1.

For the life of me I cannot install 3.5 SP1.  It will not install.

You don't say what your operating system is, or exactly what the problem is installing. So we can only be very general. Googling "cannot install .net 3.5 SP1" is probably your best bet. This is one of the top results:
