Download stops after about 53%

I have tried to download (for about 1 month) the latest rev, but it stops downloading after about 50--60%.  I only have a dial up connection.  I never had problems with older versions???
It is not restartable.
Any suggestions

The download manager I use claims to support resume, but there's nothing in its control panel to turn on or off. I can raise a support query with them and see what they say.

Meantime, is there an Internet-enabled Cafe or similar nearby with broadband or wifi that you could go to and download it?
