Hi Tim,
If no better proposal I offer this in French only:

Edit =
Modifier or Editer
Edit Plan =
Modifier le plan or Editer le plan
Allows editing by moving markers on the map. =
Permet l'édition en déplaçant les marqueurs sur la carte.

Happy New Year  ;)

Well, seems to be a Korean auto translation. Tim, you might consider this:

Edit                                                                     - Bearbeiten (it's the infinitive, could be "bearbeite", it depends on the context.)
Edit Plan                                                             - Bearbeite Plan (in the sense of 'work on it')
Allows editing by moving markers on the map.   - Erlaubt Bearbeitung durch Bewegen von Markierungspunkten auf der Karte

Thanks Axel. What I've (tentatively) gone with is

Bearbeiten
Plan Bearbeiten
Zum Bearbeiten die Markierungen auf der Karte verschieben

from someone on Facebook.

(Bearbeiten is consistent with other uses of 'edit' in P-G)

That's even better.
Edit: It's again a context sensitive thing as the last phrase does not exactly expresses the same thing, but it likely hits the nail, too. It rather says (not literally): 'Edit by moving the markers on the map' and I think that's what you wanted to express.
